1. I have selected Prompt for IPTC option in preferences and when I load downloader pro, that prompt does not come up.
The option won't come up unless/until DL Pro finds a source directory with images.
If that's not the problem, it's worth checking the registry entries if you can; they are at
HKEY_CURRENT_USER\Software\BreezeSystems\Downloade r\201
There is a Promptfor IPTC key, which should be set to 1
Hope this helps

Ah! You are not actually downloading, so the dialog does not pop up. It is quite possible that IPTC data was created during the download from camera/card stage was performed.
You can use the Edit/IPTC data menu item if required.

I am sure that Clive is correct. The dialogue only comes up if DL Pro finds a source when it opens. By definition, if you are 'downloading' from a folder, you have to specify that folder after DL Pro opens.
You can use the keystroke Ctrl+Shift+I to call the IPTC edit dialogue. It might also be useful to have one or more saved sets of IPTC data for use with the files you are 'downloading'.
