I have inserted a taking.wav file into the program as per the instructions ( photo booth images folder) but the sound doesn't play at all. Any clues as to why this doesn't work would be appreciated.

Does the sound file play if you double click on it in Windows Explorer? If it doesn't play then it probably means the volume setting is too low or muted or that there is a problem with the .wav file. If it does play from Windows Explorer please check that the file is correctly named and is in the right folder (as defined in the photobooth settings dialog).
