Is there a way to make the header fill the entire top of a 4X6 picture when using a background JPG? I know the header lays on top of the background but I can't seem to eliminate the "background" border along the sides of the header. Any help would sure be appreciated.

You should be able to do this if you make the header the same width in pixels as the printable area. From your description it sounds as though the header may be a bit smaller than the printable width. The header is centered at the top of the page and so if it is narrower than the width of the page it won't fill it. The background is tiled to fit and so if it is narrower than the page width it is repeated until it fills the page.
The easiest way to determine the printable page size in pixels is to set the output mode to JPEG only, take a test shot and then load the JPEG in the prints sub folder into an image editor.
