I am going through and rebuilding a new drive.
I have installed all the programs again as new.
Is there a file that contains all the preferences for downloader and browser that I can copy to my server and upload back into the appropriate folder, or do I have to write down my information and re-enter it manually?

I believe that all settings are stored in the registry. I can't remeber exactly where, but it is in an expected location, so if you are familiar with the registry structure you should have not problems finding it.

The settings are stored under the following registry key:
HKEY_CURRENT_USER\Software\BreezeSystems\Downloade r\200

You can transfer them to another PC by exporting the settings from the Windows registry on the old PC and importing them to the new machine. You will need to re-enter your registration code on the new PC as it isn't stoed in the registry. Please be very careful when updating the Windows registry as you can wreck Windows if you get it wrong.
