Most dyesub printers have a maximum width of 6" and can print 6x4 (with the option to cut this into two 6x2s) or 6x9. Some also support 6x8. These printers all cut along 6" side and won't be able to cut 8x2 prints. You can also get 8x12 dyesub printers which could in theory cut an 8x12 sheet into multiple 8x2 strips, but I don't know whether they support this.

DNP does a printer DS-80 that has an 8" roll so in theory this could do it but it need to have a 2" cut, is that right ? and i presume that is a firware issue ?

You probably will need special firmware and printer drivers to make 2" cuts. Even if it is possible it probably wouldn't be very useful because you'd have to have a layout of 6 strips to fill the page otherwise it would waste lots of paper.

But the DS-80 prints, 8x4 , 8x5 , 8x6 8x8 ,8x10 ,8x12 so if we had the firmware couldn't the 8"x4" cut in 2 and we wouldn't have all the excess off cuts just 2 print out exactly what were looking for ?

AFAIK the DS80 only accepts two types of media: 10x8 and 12x8. This means it would have to make multiple cuts or have a lot of wastage to create 8x2 strips. I don't have a DS80 printer and don't know whether it will be possible to cut 8x2 strips. You could try contacting DNP or a good printer reseller.
The other option is to use 6x8 media with a DNP DS40 and manually cut with a rotary trimmer after printing. Before 6x2 printing was available I used a small Dahle rotary trimmer and glued a metal strip to it to make it easier to cut 2" strips.
